This thread is meant as a place for the development of official Candle Hill law until such time as the actual player-run government takes control of things. A few items of law:

Candle Hill is to be led by a Council of eight individuals. Each councillor has equal rights of position and authority. Councillors are elected by popular vote and remain in office until such time as they either retire or are expelled from office by a vote of no confidence.

In addition to the Council, which makes all laws that govern the entire City, each of the guilds and religious orders with an acknowledged presence in the City are allowed to make their own laws as affect their delegated spheres of influence. The guilds and orders have an open invitation to approach the Council with any concerns.

Below the Council are a number of officers of the City who are appointed by the Council and who will remain in their positions until such time as the Council sees fit to remove them from office. These positions include offices of the treasury and of internal peace. The Council retains the right to create new offices as the need arises and the City grows.

The office of the treasury oversees the taxation of citizens and the printing of the City's official currency. He licenses moneylenders and banks and has the right reserved to impose tariffs on foreign goods if he fears for the economy of the City.

The office of internal peace is given charge of the City Guard. He determines where to deploy police and is given considerable leeway in the pursuit of his goal, which is the protection of civilized life within sight of the City's wall.

Citizenship may be had by all adults who retain a place of residence within range of the City's protection and who pay their taxes. (For game purposes, an adult is anyone with at least 10 hours of play-time)

Citizenship must be petitioned under the sponsorship of another citizen. In the event that one's application for citizenship is rejected for any reason, one full month must pass before another such application may be made. (One month in game is 5 days of RL time)

It is a crime to assault a citizen of the City with any weapon capable of inflicting death. Exceptions to this law are in circumstances where both participants in such a fight are consenting and where they remove themselves to a designated area before commencing hostilities.

Punishment for the crime of assault is confiscation of the weapon used and imprisonment for one day. In the event of a magical assault, the offender will be given over to the guild of planeswalkers for judgement.

It is a crime to kill any sentient being within sight of the City's walls. Exceptions to this law are in circumstances where the one slain is a criminal who is being punished for a crime against City law or guild law (as approved by the Council).

Punishment for the crime of murder is death, after an imprisonment of one week.

It is a crime to steal material property from a citizen of the City.

Punishment for the crime of theft is a fine equal to twice the value of the item stolen and one day of imprisonment.

Repeat offenders risk greater periods of imprisonment, greater fines, and eventually the confiscation of all property within City borders and potentially banishment.

At present, the following guilds are acknowledged as having legal authority within City borders:
- The Planeswalkers
- The Guild of Merchants
- The Guild of Miners and Gemcutters
- The Guild of Hunters
- The Temple of All Gods

While I realize that any combat ready guilds not mentioned are not mentioned for a reason, I was wondering if other craft and service guilds are also deliberately going unrecognized or if this was just a short list of oldest/most influential/most likely two craft guilds.

Specifically:

Smiths-of various types, perhaps, or one overguild
(although silversmiths traditionally had their own guild in most places)
Brewers
Bakers
Jewelers
Tailors
Cobblers
Dyers
And the band plays on and on...

he said that those were the 5 guilds that had legal authority in the city limits. Sure, I think that they had several of those guilds planned, but not that they had legal authority in the city limits.

Historically, the guilds mentioned had varying levels and types of enforcement powers or legal controls in some regions.

Smiths - routinely owned their section of town. Anyone working in metal was subject to their control. Doors were made of certain sizes because they demanded it for ease of making the latches and such. Locksmiths were often forced into a role involved with law enforcement. Silversmiths started the world's banking industry and controlled currency for the longest time.

Brewers - Instituted their own systems of laws controlling taverns and restaurants and even trade in alcohol.

Bakers - Put into place, and enforced, one of the earliest quality control systems to ensure, or strongly encourage, uniform size and quality of product.

Jewelers - Lockdown on gem trade practically everywhere they got a guild.

Tailors
Cobblers
Dyers - these three together managed to get the sumptuary laws passed, making certain that things they considered valuable would never lose value to market forces. In some cases, they were responsible for laws requiring mandatory clothing purchases, including military uniforms.

At present, there are seven seats vacant on the city council. I will take one seat and will remain in office until such time as I am able to abdicate in favor of an elected replacement.

The offices of treasurer and captain of the peace are also vacant.

The only guild with any official positions occupied is the PW's, with Sora as the nominal head.

I'm not sure what my schedule will allow, but I am expressing an interest, officially, in the following:

Guildmaster of Druids
Guildmaster of Brewers

additionally, I am interested in gemcutting and jewelry, but not so much mining. If the mining/gemcutting guildmaster position is still available, I would consider it, but probably only until someone truly interested in mining came along.

Also interested in the formation of a council of all magical guilds for the purpose of judging those who commit magical assault. In other words, I protest the amount of power this gives the PW's. Just sayin'. *grin*

You've been always been on my list as druid GM and may consider yourself as the one holding that position until such time as elections prove otherwise.

Brewers and most other crafting guilds are kind of on hold until their crafting stuff is fully implemented. I think mining/gemcutters are pretty much the first one planned for since their guild functions are the simplest.

As far as a formation of a council of magical guilds, well, you'd have to take that up with the other GM's. Right now, the only one with an official appointment to office is Sora - and he has kind of autonomy within CH city limits. Shrug. That's something you'd have to hammer out between yourselves ;)

Ok, Landshark and I have sat down and talked for a few hours now on the subject and have come to an agreement. He will be taking the position as city treasurer. We have placed a bank in the government plaza and will be opening its doors within one month - hopefully much sooner.

The city's currency will be the 'Candle' (abbreviated C#) and will be backed by and freely exchangeable for copper. That is to say, at the central bank, you will be able to sell one ingot of copper (or copper ore, we're not picky) in exchange for C1, and may buy one ingot from the bank for C1.

We will be issuing three coins and a number of bills. Bills will be issued in C1, C10, C100, C250, and C1000 denominations. In the beginning, we will only actually print ones and tens, the other notes are planned for and will only enter circulation when there becomes a need.

The smallest coin, the penny (abbreviated #p), will be made from copper and will be worth C1/10. Thus 18 pennies could be abbreviated as either 18p or C1.8 or C1, 8p.

The next coin, the mark (no abbrev), will be worth C1, and will be made from a mixture of nickel and copper.

The largest coin, the blanc (also no abbrev), will be worth C50, and will be made entirely from nickel. It will also be heavier than the other two coins (which will weigh about the same).

Our initial table of exchange rates will be as follows:

Feel free to approach Landshark on the subject of arranging a sale or a donation to the treasury. We are also more than willing to hire people to gather resources for the city.

We are currently only interested in buying copper and nickel, and will do so at exactly the prices listed above. An agreement has been made to supply all of our wood needs for a very long time, and we will consider accepting the other materials later on.

Those of you who have made deposits to the vault will be able to cash in your receipts at the exchange rate listed. Any future deposits of anything except copper or nickel will be considered donations.
