That the entrance isn't still tunneling into the side of the mountain. Just because it is flooded out before your character would arrive at any "meaningful" point in the mine (the first level, which is flooded) doesn't mean that the mine ceases to be. That said, I don't think this is an actual typo, would like to hear other's opinions on the matter.

There should be indications that it is flooded. We only know because we know what to look for, and imo, a flooded mine should say clearly what it is.

We know that a mine is flooded because there isn't a door on the mine any longer. If the flood prevents there from being door on the mine, then there isn't a mine shaft going deep into the ground.

I'll take a look at the code and see if we can change it to something more appropriately descriptive.
